I didn't know that quote from BILLY JACK. But my version has long been: "The only way around is through." 😉

The statement "The only way out is through" is often attributed to American poet Robert Frost.

Interesting. So I Googled. Frost writes this in "Servant to Servant": "He says the best way out is always through./And I agree to that, or in so far/As that I can see no way out but through–" . . .

After reading the comments and the quotes in the string here, I have to say it feels to me like the song is talking about the kind of fear that keeps you from starting, never mind getting through. That said, not starting and not going through shouldn't be options. Or, is it fear that shouldn't be the option?

The word "shouldn't" (like "should") makes me uneasy. 😬 Perhaps fear can be useful—once we name it for what it is? Nobody ever feels NO fear. So how can we work with it/through it?
